The global cryptocurrency hashrate landscape continues to shift. South American country Paraguay, leveraging the massive structural hydroelectric surplus from the Itaipu Dam and its low-cost, clean energy advantage, has rapidly developed its cryptocurrency mining industry and now firmly holds the title of the world’s fourth largest crypto mining country.
I. Fourth Place Globally in Hashrate, Hydroelectric Resources are the Core Advantage
According to Hashrate Index’s Q2 2026 data report, Paraguay’s total network hashrate reached 43 EH/s, accounting for 4.3% of the global total, second only to the United States, Russia, and China. Paraguay’s small population and economy have enabled it to rank among the world’s top cryptocurrencies, primarily due to the energy advantage of the Itaipu Dam. This dam, jointly built by Brazil and Paraguay, is one of the world’s largest hydroelectric hubs, with Paraguay holding half of the electricity quota. Due to limited electricity demand, the region has long maintained a large and stable electricity surplus. After the depreciation of power generation equipment, the marginal cost of electricity is extremely low, providing a cheap, stable, and clean power supply for mining.
II. Low Electricity Prices and Relaxed Policies Attract Global Mining Companies
Relying on surplus hydropower, Paraguay has long maintained low industrial electricity prices, far lower than popular mining regions in Europe and America, giving it a significant cost advantage. Furthermore, since 2025, the country has legalized cryptocurrency mining as an industrial project, simplifying approval processes, implementing a stable tax system, excluding additional mining-specific taxes, and allowing free flow of capital. This favorable business environment combined with low-priced electricity has attracted several leading international mining companies to establish operations, forming a large-scale hash rate industrial cluster around Itaipu.

III. Significant Economic Benefits, but Compliance and Grid Pressures
Currently, the number of legal mining companies in Paraguay is steadily increasing, and the industry’s electricity consumption continues to expand, generating tens of millions of dollars in electricity revenue for the national power sector annually, becoming an important source of foreign exchange. However, rapid industry development also brings hidden dangers, including illegal electricity theft for mining and unauthorized mining rigs, increasing the burden on the power grid. The government has increased enforcement efforts, cracking down on illegal mining, increasing penalties for violations, and piloting the nationalization of regulated mining projects while making better use of surplus hydropower.
IV. Global Hash Rate Shifts to Clean Energy Regions, Paraguay’s Advantages Stand Out
The global mining industry is rapidly shifting from energy-intensive coal-fired power plants to regions rich in renewable energy. With many countries tightening mining regulations and rising electricity prices, Paraguay, with its abundant hydropower, stable policies, and low costs, has become a key destination for global hash rate investment. Industry experts predict that a green hash rate industrial belt centered on Paraguay will emerge in Latin America in the future.
For Paraguay, the mining industry effectively revitalizes idle hydropower resources and boosts economic income. The key to its future success lies in balancing energy utilization, residential power supply, and standardized industrial development to maintain its long-term global hash rate position.
